The Social Action Center
(SAC-Calbayog) of the Diocese of Calbayog is a non-stock,
non-profit church-based organization that concerns itself with the
Social Action Apostolate of the Church in the parish and barangay
levels. The Church clearly recognizes that Christian social
apostolate, i.e., "action carried out by the Church and its members
to promote human development, justice in society, and peace, is a
task without which evangelization is not complete". In pursuance of
the goals defined by the Second Plenary Council of the Philippines
(PCP II), the SAC is mandated to respond to the people's needs
through the implementation of relevant programs and services that
address such crucial issues as poverty, environmental degradation,
agriculture / fishery development, housing needs of the poor, good
governance, political reforms, peace issues and the exploitation of
women and children. The SAC as a Diocesan commission currently
implements (a) Sustainable Agriculture and Developmental Aquaculture
Program; (b) Enterprise Development Program; (c) Community Mortgage
Program; (d) Peace, Human Rights and Good Governance Program and (d)
Environmental Advocacy Program. Its scope covers the twenty six (26)
parishes of the Diocese of Calbayog, in the western part of Samar.

 | Association of Concerned
Employees of Samar (ACES) which is an association of employees
of the Provincial Government of Samar initially drawn together to
claim the benefits due them from the Provincial Government (i.e.
Productivity Enhancement Incentive, Magna Carta for Health Workers,
salary increase, etc.). They called themselves Advocates for Good
Governance in Samar and have exposed some irregularities in the
implementation of health, agriculture, infrastructure and basic
services projects. From the clamor to grant the benefits due the
employees, ACES has grown to become a watchdog for transparency and
accountability in the provincial government of Samar.

An Tandaya Foundation, Inc. is a non-stock, non-profit organization
that aims to promote sustainable development, good governance,
social justice and peace in Samar. Its programs include community
development focusing on sustainable agri-aqua development, advocacy
on good governance and environment, research and training. Its
office is located at the Old PPA Bldg., Pier 2, Catbalogan City,

 | Isog han Samar Movement
is an anti corruption group that advocates good governance in Samar
province. As a group of crusaders for transparency and
accountability in public service, it has filed corruption cases
against erring public officials of the provincial government with
the Office of the Ombudsman. Currently it forged a partnership with
CPU-Samar (Corruption Prevention Unit-Samar) in its effort to rid
government of erring public officials and in order to advocate
efficient delivery of public service. |
